Medical emergency response team
The Hawaii Healthcare Medical Emergency Response Team is a deployable, all hazards disaster medical response and recovery team which is part of the medical surge capability within the HPP or Hospital Preparedness Program. All team members are volunteer professionals.
The team is led by Team Commander and consists of over 110 credentialed healthcare professionals. The team is capable of activating and deploying a ten-person medical strike team within 2 to 4 hours of request and a full 36-member (main body) team within 12 hours to meet the unique needs of Hawaii.

20 to 150-bed portable field treatment facilities
Aeromedical critical care transport
Contingency hospital augmentation
Response to mass casualty incidents and major transportation accidents
Medical care of individuals affected by acts of terrorism involving chemical, biological, and radiological agents
Infectious disease care and patient movement under bio-containment
Support for National Special Security Events (NSSE) and other large public events such as air shows
Establishing and managing an isolation and quarantine unit
Establish, staff, and manage alternative care sites at acute care facilities
Disaster Medical Team: Five Member Obligations
When a major emergency or disaster occurs, you go!
Maintain active communication with the team headquarters—respond to email messages, maintain team member database information.
Participate in at least one field traning exercise (FTX) or an actual emergency deployment each year—operational readiness.
Maintain your minimum professional credentials (license, certifications) and travel documents (passport) at all times.
Disaster Medical Team Membership Application: Common Questions & Answers
Who is eligible for membership in the Disaster Medical Team?
Any currently licensed or registered (Hawaii) and clinically active physician (MD, DO), physician’s assistant (PA), registered nurse (RN, APRN), paramedic (MICT), emergency medical technician (EMT), pharmacist, pharmacy technician, respiratory therapist (RT), psychologist, veterinarian (DVM), veterinary technician, forensic pathologist (MD, DO), or mortuary technician. Nonclinical personnel such as medical logisticians, administrative assistants and telecommunications technicians are eligible for membership on a limited basis.
Does an application for membership in the Disaster Medical Team also make me eligible for federal employment in the Hawaii DMAT federal team?
No. NDMS employment is a separate process unrelated to Kalawao Rescue.
I am a member of the Medical Reserve Corps or ARC or DEM Reservist, can I join the Disaster Medical Team?
Yes, however any concurrent membership in another emergency response organization including the Hawaii National Guard must come secondary to your membership and participation in Kalawao Rescue.
Is there a fee or other cost to join the Disaster Medical Team membership?
No.
Are applicants from the neighbor islands eligible for membership?
Yes. Members may reside on any island in the State of Hawaii and be eligible for membership. We do not accept applications from anyone residing outside of Hawaii.
How long after I submit my application and supporting documents should I expect a response from Hawaii Healthcare Emergency Management?
We will confirm receipt of your applications within ten (10) working days and begin the process of processing your membership.
How will I know when I am accepted for membership?
You will receive correspondence from the Team Commander welcoming you to the team. If your application is declined, we will similarly notify you.
